Rules & Regulation

1.The registered office of the Society TRIPURA BIOTECHNOLOGY COUNCIL here in after referred to as “Council” be situated  at Vigyan Bhawan, Pandit Nehru Complex, P.O.: Kunjavan, Agartala:799006.

2. a)Council shall mean TRIPURA BIOTECHNOLOGY COUNCIL.
b) STATE GOVERNMENT” shall mean the Government of Tripura.

3. Governing Body:-

3.1. The Governing Body or the General house of the Council will have strength not exceeding 21(Twenty one) members appointed  by the state Government including the Minister –in –charge, Department of Science ,Technology & Environment , Government of Tripura.

3.2. The Governing Body will consist of the flowing members :-

(1) Minister –in –charge, Department of Science ,Technology & Environment , Government of Tripura Chairman
(2) Secretary –in –charge to the Government of Tripura, Department of Science , Technology & Environment Vice-Chairman
(3) Director, Department of Science Technology & Environment, Government of Tripura Member
(4) Principal, Agartala Government Medical College Member
(5) Dean, Faculty of Science, Tripura University Member
(6) Dean , college of Fisheries, Lambucherra, Agartala   Member
(7) CCF Wild life, Forest Department, Government of Tripura  Member
(8) Director of Agriculture, Government of Tripura Member
(9) Director ,School Education ,Government of Tripura Member
(10) Director of Horticulture & Soil Conservation , Government of Tripura Member
(11) Director of Industries & Commerce, government of Tripura Member
(12) Director of Fisheries, Government of Tripura Member
(13) Director of Animal Resource Development Department, Government of Tripura Member
(14) Joint Director Indian Council of Agriculture Research for NEH ,Region , Tripura centre. Member
(15) Chief Executive Officer, Medical Plants Board of Tripura Member
(16) Member Deputy Secretary , Tripura State Council for Science & Technology. Member
(17) Head,Deptt. of Zoology,MBB College, Agartala Member

4. A Member of the Council as and when he or she changes his or her address, may notify his or her new address to the Member Secretary of the Executive Committee of the Council and otherwise his or her address as recorded in the roll of the Member shall be deemed to be his or her address.

5.1.General Superintendence, direction and control of the affairs of the Council, including its income ,property etc. shall be vested in the Executive Committee consisting of not less then 9 (nine) and not exceeding 11 (eleven) members.

5.2.  The Executive Committee, the structure and constitution of which may be changed by the State Government according to necessity , shall consist of the following members.

1. Minister –in –charge, Department of Science ,Technology & Environment , Government of Tripura Chairman
2. Secretary –in –charge to the Government of Tripura, Department of Science , Technology & Environment Vice-Chairman
3 Director, Department of Science Technology & Environment, Government of Tripura  Member
4 Dean , college of Fisheries, Lambucherra, Agartala   Member
5 Director of Horticulture & Soil Conservation, Government of Tripura Member
6 Director of Fisheries, Government of Tripura Member
7 Director of Animal Resource Development Department , Government of Tripura Member
8 Joint Director Indian Council of Agriculture Research for NEH ,Region , Tripura centre Member
9 Member Deputy. Secreatry , Tripura State Council for Science & Technology. Member
10 Senior Scientific Officer(R & D), Tripura State Council for Science ,Technology & Environment. Member Deputy Secretary
11 Director, Directorate of Biotechnology. Member Secretary

6.
a. Where a member of the Governing Body and  the Excutive committee of the Council is a member by reason of the office he or she holds, his or her membership shall stand terminated at the time he or she ceases to hold that office.
b. A member of the Governing Body and  the Executive committee of the Council representing any department of the State government, Central Governmene or other Government organization or agencies shall continue to be such a member during his or her tenure but for a change in the constitution of  those bodies.
c. The  member of the Governing Body and  the Executive committee of the Council shall  the pleasure of the State Government and the State Government may generally reconstitute the Governing Body and the Executive committee of the Council in intervals of five years.
d. Should any Executive committee member of the Council, other then Chairman, Vice- Chairman and the Member Secretary is unable to attend any meeting of the Council, he or she would be at the liberty to appoint and authorized a representative to take part in such meeting, but the said representative would have   no write to Board.
e. The Executive committee will generally meet once in Three months.

7. An Executive committee member of the Council shall cease to be a member if he or she
a) dies
b) resigns his or her membership
c) Is convicted for a criminal offence involving moral turpitude etc
d) becomes insolvent
e) becomes of unsound mind
f) If he or she removed by the state Government from the membership of the society.
g) If he or she fails to attend three consecutive meetings of the society without prior notice and valid reasons

8. Any casual vacancy in the Executive committee shall be filled by appointment or nomination by the Chairman of the Executive committee, members, thus appointed or nominated to fill such casual vacancy shall hold office for the remaining part of the term.

9. The Executive committee of the council shall continue took function, not withstanding any vacancy therein and not withstanding any defect or shortcoming in the appointment nomination of any of its members, and no act or proceeding of the council shall be called in question merely by above reasons.

10.
i) 15 (fifteen) days advance notice shall be given to all members for every meeting of the council:
ii) 5(five) members including the Chairman and Member- Secretary, shall constitute the quorum for any meeting of the Executive committee.
iii) Each member of the Executive committee including the Chairman shall have one vote. In the event of a tie, the Chairman can exercise a casting vote and i9n his absence the vice Chairman can exercise the right for a casting vote.
iv) Every Executive committee meeting of the council shall be presided over by the Chairman and in his absence by the vice Chairman of the Executive committee, and in such event vice chairman shall exercise the power and authority of the Chairman.
v) In case of difference of opinion amongst the members, the opinion of the majority shall prevail
vi) any resolution may be adopted by the circulation , among its Executive committee members and any resolution thus adopted, will have the force of resolution adopted in regular meetings of the Executive committee.

11. Power and factions of Executive committee of the council:

i) To prioritize thrust areas and to get guidelines to achieve long and short term objectives of the council.
ii) To develop strategy, approach and operational mechanism for smooth conduct of activities by the council.
iii) To prepare and maintain accounts, annual statements of  the balance sheet of the council in such forms as may be prescribed by the state Government from time to time.
iv) To forward annually to the State Government the accounts of the council as certified by an auditor, appointed by the Governing body of the council.
v) To constitute such committee or committees as it may deem fit for the disposer of any business of the council or for tendering advice in any matter pertaining to the council.
vi) To prepare executive plan and programme for the activities of the council for its day to day administrative and management function.
vii) To receive grants and other contribution for the activities of the council and to manage the property and assets of the council.
viii) To place the annual budgets estimates of the council before the Governing body for approval.
ix) Vice Chairman and or the Member Secretary/ Chief Executive officer may entire into any agreement for and on behalf of the council with the approval of the Chairman of the Executive committee.
x.) To constitute committees, taskforces etc. as may be required and shall accept their report and to decide action thereon to meet the objectives of the council.
xi) To delicate administrative and financial powers to any member of the Executive committee for smooth conduct of  business of the council.
xii) To perform such additional function or factions and to carry out such duties as may from time to time, be assigned to the council by the State Government.
xiii) To carry out any such functions , which may be consider necessary for operational activities in the interest of attaining the objectives of the council.
xiv) To confirm appointment of employs required for the proper functioning of the society and fix their salaries and prepare their service rules etc.

12 Governing Body:

The founder members of the council shall constitute the Governing Body or the general house of the council till the State Government reconstitutes it. One Third of the total strength of the Governing Body shall from the quorum for its meeting. The chairman or the vice Chairman shall summon meetings of the Governing Body according to necessity and the Governing Body shall meet at least Once in a year.

13 .Function of the Governing Body:

a. To monitoring the annual budget of the Council.
b.To make rules and Regulations for the conduct of affairs of the Council and to add ,amend ,vary or revise them from time to time.
c. To appoint auditors in order to get the audits of the accounts of Council conducted.
d. To supervise the affairs of the Council through it’s Governing Body and the Executive Committee .
